In April 2023, the EUROCONTROL Network Manager released guidelines on rostering practice and rostering tools for ATS operations staff working 24/7. Here is every point of the main part: what Rostify does today, where it covers a point only in part, and where to read more.

    Compliant rosters

    Covered

    GuidelineRosters that respect labour law, fatigue rules, availability, competence and preferences.

    RostifyRostify checks every entry at once – in the monthly roster, for requests, swaps and replacements. The AUTO Plan never breaks a mandatory rule. Shifts are only offered to people who hold all required active licences, and approved absences are already in the roster. The limits follow ATS.OR.320; Rostify support adapts them to stricter local rules.

    GuidelinePlan to demand, use the workforce well, reduce overtime.

    RostifyThe position plan records the demand per position in a 15-, 30- or 60-minute grid. From it, Rostify calculates the optimal pattern with the fewest staff hours and compares it with your existing shifts, as extra hours per week. The daily demand shows open and surplus shifts.

    Integrated fatigue risk management

    RostifyRostify checks rest periods, consecutive duties and nights, weekly and consecutive hours at every action. The FACK check shows whether someone may step in. The OPS schedule checks work blocks and the break ratio. Rostify supports the FRMS with rule checks in the roster and on the day; fatigue reports, risk assessment and post-ops analysis are not part of it.

    Compare simulations

    GuidelineCompare roster simulations and optimise them for competing KPIs, one at a time – cost against fatigue, for example.

    RostifyThe AUTO Plan preview shows filled and open slots, the deviation from target hours, free weekends and the spread of nights. It can be discarded, recalculated or refined further. Drafts are compared one after the other against these criteria, not side by side in detail. The optimal pattern is calculated either staff-friendly or economical.

    RostifyThe AUTO Plan fills a month in up to two minutes, up to ten when refining. The OPS schedule assigns the positions of a period automatically. Rostify enters approved leave itself.

    GuidelineRe-plan quickly when disruptions hit.

    RostifyA sick call is entered with one click, and every affected shift is listed. The shift is offered by push or SMS with a deadline; availability, rest and consecutive duties are checked for each person. On assignment, the acceptance and the refusals go out automatically. In the OPS schedule, the demand can be adjusted for the day, and “Who can?” shows possible people.

    RostifyShift requests and general requests, such as “no nights on Fridays”; deviations are marked. The AUTO Plan weighs requests, free weekends, weekly rest and an even spread of popular and unpopular shifts. The staff-friendly optimal pattern keeps work blocks short and starts night shifts no earlier than 22:00.

    GuidelinePrevent allocation conflicts; plan without errors.

    RostifyExactly one entry per person and day – across all units. Rest and sequence conflicts are marked red before publishing, and unsuitable shifts are not offered at all. In the OPS schedule, double staffing of a position is a checked rule.

    Requests on the go

    RostifyIn the app for iPhone and Android and in the browser, staff enter shift requests, apply for leave, swap shifts and volunteer for overtime. Replies arrive by push, otherwise by SMS.

    Hours, absences, payroll

    GuidelineTrack working hours, absences and leave automatically; make payroll integration easier.

    RostifyTarget, actual and weekly hours update with every entry. There is also a time clock, activated when needed, and a leave account. Archiving records actual, holiday and overtime hours and leave days. The time account report, CSV and XLS go to payroll; a direct hand-over is programmed to measure when needed.

    Covered

    GuidelineSet working hours, patterns, manning, working days, public holidays, absence and duty types per unit.

    RostifyEach unit has its own shifts – work, absence, time off, placeholder –, working positions, seasonal position plans, shift patterns and licences on shifts and positions. Request deadline, minimum staffing and grid are set per unit. Public holidays are marked in the roster, holiday hours are counted.

    Staff availability

    GuidelineKnow who is available, never roster absent staff, suggest compatible stand-ins.

    RostifyAbsences – leave, sick leave, course, parental leave and more – are shift types of their own; approved ones go straight into the roster. The AUTO Plan plans around them. The overtime call shows each person as available, absent, on duty or with too little rest.

    GuidelineManage licences, ratings and qualifications, warn before expiry, keep expired ones out of the pool.

    RostifyA licence tree holds licences, ratings, medicals and requirements with validity and warning period; warnings appear in the warning list and on the dashboard. Shifts and positions require licences and are only offered with active licences. A licence set to inactive – suspended – takes the person out of the selection. On expiry, Rostify does not suspend automatically but warns clearly. The volunteer list shows “licence missing”.

    Embedded fatigue management

    GuidelineFatigue rules that can be extended and set per unit, along the elements of (EU) 2017/373 – short, medium and long term.

    RostifyAll eight elements of ATS.OR.320(a) are covered, plus weekly and consecutive hours. Rostify support defines the limits per organisation. Fatigue is checked for every monthly roster, also in advance. There is no post-ops analysis.

    Flexible shift patterns

    RostifyShift patterns set the shifts needed on each weekday, valid down to a single day. The shifts themselves are freely defined. The AUTO Plan considers preferred block lengths and the patterns each person worked over the last twelve months. Staff can be grouped; fixed rotations, forward or backward, are planned by hand.

    Manning by traffic

    RostifyThe position plan is drawn per season or traffic period and per weekday; traffic forecasts are translated into sector demand by hand. In the OPS schedule, the demand can be changed for a single day: keep positions open longer or shorter, open more or close them. The AUTO Plan plans exactly the shifts of the pattern.

    RostifyAUTO Plan and automatic assignment in the OPS schedule. Manual entries are checked and marked at once. For a replacement, the volunteer list puts available and full-time staff first and people without the licence last. “Who can?” in the OPS schedule shows who on duty could take a position. If a replacement exceeds a limit, Rostify warns; the decision stays with the supervisor.

    Hard and soft constraints

    RostifyAutomatic planning weighs more than 75 parameters on two levels: mandatory rules are never broken, desirable ones are weighed against each other. Individual rules can be set as mandatory or soft and weighted; Rostify support defines this. Limits are adapted to works agreements on request.

    RostifyThe AUTO Plan preview is only saved when applied. It can be discarded, recalculated or refined, and one click removes all AUTO Plan entries of a month. The position plan and OPS schedule editors have undo and redo. Drafts are compared one after the other against criteria; several draft versions are not stored side by side. Interfaces are built as needed.

    RostifyPeople can be registered in several units, with roles per unit. Employment level and office share are stored, as are seniority and ranking. There are seven roles, and every sign-in is logged. A digital personnel file with attachments is not part of it.

    RostifyThe OPS schedule shows who on duty sits on which position and when, assigned by hand or automatically; break, block and supervisor rules are checked live. The demand can be adjusted for the day, and a display shows the plan in the ops room. Sector configurations live in the position plan: each configuration as its own positions with opening times per weekday and season; on the day, the supervisor opens or closes positions in the OPS schedule.
